hey man, bay 1 is for more japanese styled blades with a 15 degree cutting edge and bay 2 is for western and american style blades with a 20 degree cutting edge. It has nothing to do with how dull your knife is. Also that guard is to prevent you from using the wrong bay for a specific knife. If you have a 15 degree santoku knife it makes no sense to use the sharpener for a 20 degree knife.

The manual that came with my Chef’s Choice indicates to make alternating pulls through the sharpener, NOT multiple pulls on one side and then the other side. This will give you better and more even results.

Also I noticed with your paper test you used much slower slices on the dull knife and then very fast strokes after you sharpened the knives. This would certainly make it look sharper then it really is. Try using the same speed before and after sharpening the blade and see what happens.
